Think of how a deer or an elk can take a non critical shot, and keep on moving.

It's confirmed all 11 shots were hits or he was shot at 11 times?

The officer seemed to be shooting too rapidly to put every shot on target.

I believe you'll revise your opinion if you'll review these links. There is plenty of heavy slow ammo that expands as well or better than the light fast bullets plus penetrates 12-18 inches. Times have changed.

I didnt really pour over the data. I did not see anything jump out that backs up your opinion.
Looks like the fast rounds with good bullets have excellent penetration and mushroom as engineered to do.
