The insurance company is offering him a fair price. The truck is worth between 11 and 14k according to blue book. They are offering the highest value.

He needs to get a used toyota corolla for a few years. Like 5000 dollar one.

I have a 2017 F150 FX4 with 140k and I would gladly take 14k if wrecked today.
The only reason this is an issue is because he's an idiot and bought a truck he had no business buying, and now he's upside down.

Looks like your niece needs a new boyfriend, this one has his head up his arse with that kind of valuation and decision-making

Tell your niece to date someone with better credit.

Ask yourself would you pay 14k for a 8 year old mid size truck w/ 140k miles on it in good condition?
So value is relative.
If it's 8 years old and he still owes 20k on it then he bought it used now add multiple owners.
Unfortunately for him he will get 14k
And this will be a life lesson. Drive better, Insurance companies suck, don't overpay for an automobile unless you are wealthy/ disposable income.

To me, the bigger problem is how upside down he is on the loan…he owes 20K on a vehicle that’s worth 20-30% less even if drivable

It may be worth $17k st the most.

Was his note $5 per month for a decade?

If it's just body damage aka the motor, transmission, etc. are sound then withdraw the claim and pay to get it fixed himself.
If he doesn't have the money, then borrow from parents in a written agreement to pay them back.
And yea, better driving. Mistakes are costly and lead to poverty.
He should not have financed such an impractical vehicle in the first place.
Find a decent used car he can afford.
I'm old and retired and drive a old 2003 Chevy Cavalier that was paid for 20 years ago.

Kelly Blue Book says that vehicle in Good co Dorian is worth $10,200 - $13,500.
He needs to take the $14,000. Not the insurance fault that he still owes $20,000 on a $13,000 vehicle.

He's getting a good deal at 14k.

He should have never bought an older truck for 23k w/o gap.
Studying a vehicle's worth first maybe

Your buddy is on drugs. $14k is an extremely generous offer for that truck.

Maybe he can get some money for pain and suffering despite it being his fault? IDK how all that works.

Have him find local comps, pull up the value on trucar and provide it to the adjuster
