That’s not what “retaliation” means in the context of freedom of expression. It’s far from being censorious as well. Making fun of someone is completely within the bounds of the law. You could easily make the case that it’s not good from a PR standpoint, but no one forced this guy to post his public opinion on a public forum. If you really think that’s the case, then any cop laughing someone protesting the police in a viral video could qualify as well.

I don’t know where the idea that you say whatever you want to cops and they can’t say anything back came from but it seems to be rampant these days.

I agree. But sometimes a police department doesn’t take formal complaints well. Say just like New Orleans as I’ve experienced first hand and they ignore them outright. So being able to blast them publicly might light a fire under them
