There should be constant patrols in the crime hot spots, particularly at night. It should be uniformed patrols and undercover cops both. Cultivate informants, install video cameras with 24/7 monitoring where needed.

What the frick did they think was going to happen when the had such a hard crackdown on CD swapping outside gas stations at night.
