It's low limit insurance. basically they don't sell much other than the state required minimum, so if you have any assets that are worth protecting you wont be able to get a policy large enough to protect them. Their customers are typically living paycheck to paycheck with low credit scores. Most insurers wont do business with these folks because they are too risky. GA reflects this in the risk premiums it charges these people

If you have a decent record, generally Progressive or Geico will be the cheapest. The "cheap" insurance places are really only "cheap" for those with a lot on their record. Goauto and General will insure people without licenses. (license carriers but with revocations)
St Farm and Allstate are usually the most unless you have homeowners with them.
I know nothing about USAA or Farmers.
