Women are very passive aggressive. We don't like confrontation and would rather just ignore a guy and hope he catches the hint instead of actually having to tell him "yeah the thought of having to have intimate physical contact with you again makes me kinda nauseated."
I can remember when I was single, went on two dates with this guy and just wasn't feeling it at all. But didn't want to hurt the guy's feelings. Did the typical girl ignore tactic. Guy still kept blowing up my phone for 3 weeks after that.

This has happened to me a few times. For an approximate one month period of dating time, the excuses have been:
1) Clinical depression
2) Not over ex
3) Moving out of the country
4) Met someone else
You just get to the point where you realize that this stuff happens when you date. You get used to it and quit caring. So then you don't really try when you meet new people. But then you meet some awesome chick and decide to try really hard and it works out. And you realize, huh, actually I didn't try that hard for those other chicks. I bet if I would've tried harder it would've worked. But you didn't want to come off as a try hard beta loser, so you didn't, and then you realize how dumb that was.

It had worked before with normal guys 
The guy that blew my phone up for 3 weeks was just weird as hell. I would not be surprised if he has stalked a chick before(hell he could have stalked me for all I know).
