France by a good bit. Strong military culture, very capable operators, wisely (thanks to de Gaulle) has never fully relied on the American umbrella. Only serious shortcoming is that they struggle to service the logistics of a truly modern 21st century force.
Britain is still soldier for soldier, sailor for sailor among the very best in the world, but they’ve been chronically under-resourced for a long time now.
Poland has all the makings of a modern military power but they’ve yet to be truly tested in any real way (outside of some Afghanistan support) since the Cold War ended.
