You can end up on welfare through no fault of your own.
When a brother and sister screw each other, they're deliberately increasing the odds of having a kid with some sort of disability. I see it as being the same as smoking crack when pregnant.

So they are fricking each other because they want children with birth defects?
Also, unless there is a recessive gene that the family possesses, it really takes a while for inbreeding problems to show up in offspring. Generation after generation of sibling/close cousin marriages are bad for business, but in most cases a one off event wouldn't be too bad. Royal families had all the health problems because they kept doing it over and over so they could keep all their wealth in one family.
