The people being apprehended aren’t submitting their DNA. The police are deducing the DNA matches by using other people’s DNA.
From that point they used the regular process of getting his DNA and confirming.

That's cool but I wouldn't bet money that it will stay that way for the rest of my life. That's all I'm saying.

From a private company’s dna report you used to ascertain your 2% sub-Saharan ancestry.

The question is, in the two recent cases did the investigators get a warrant to surreptitiously obtain the suspects' DNA (and should they need a warrant)?
