And out of curiosit I have to ask now, why are you currently thinking about gardere sidewalks?

Yeah I'm not walking down Gardere. There is a lot of pedestrian traffic in that area on the sides of the road for obvious reasons.

Passed by there regularly and see folks carrying groceries through the weeds, see kids almost in ditches waiting on school buses and it's really a dangerous situation.

Agreed, it’s pretty amazing the city can’t afford to pour a mile of concrete on an already predetermined path

DOTD started requiring sidewalk plans to have the same amount of detail put into them as roadway plans about a year or two ago. Ended up adding a lot more time, effort and reviews on those types of projects. Slowed the whole process down of sidewalk projects in general

We have a backlog of highway projects but our crack engineers are working on detailed drawings of sidewalks along Gardere for three years now,
If it takes years for sidewalks, will it take ten years for a Tram and twenty to widen I-10?

Probably some rare banana slug lives in those ditches so we'll need to further study the effects a sidewalk would have on their well being and peace of mind.
