Friend's job is making the employees return to work based on their answers to a survey

A friend of mine works at a place that is largely "professional", cubicles, etc. They closed the office back in March and they have been "working from home"since.
Additionally, they cut their pay about 20% and said they only needed to work about 32 hours a week from home.
A couple of weeks ago, the company sent out a survey to all the employees asking whether, if they opened back up the office on a certain date, would you
a. come back to work that day
b. be hesitant about coming back to work
c. definitely not until this is "over".
Friend answered A.
Today they told all the employees that the "A" group has to report back to work next Monday, the "B" group can stay at home another month, and the "C" group can stay home another two months.
Sounds like BS of the company to do that, unless they are giving the ones that return their full pay back. (Friend wasn't sure of the answer to that)

I don't know and to me this would be important information. Further, I'm not sure what hours the "back at work" people would be required to log.
They cut hours based on financial reasons, and I expect their company's financial condition to be no better now than when they cut everyone's pay

Actually worse. They are "working from home", yet their pay falls in between the $275 (state unemployment benefit) and the extra $600 federal kick in ($875 total). So, since they earn say $700/week working 32 hours, they are not entitled to any of the extra $600 federal, thus they are making less per week than unemployed people are
