Based upon what I saw, I would guess he had a misrouted static line under his pack tray (main parachute pack). That prevented the static line from pulling his main parachute out and then breaking away.

The worst nightmare I have as an Army jumpster is a hung/towed jumper. My first action is to attempt to recover him back into the aircraft. If I cannot do that (and he is conscious and able to react) I have to cut his static line and let him deploy his reserve parachute. Problem with that .gif is that it looks like it blew off his main and reserve parachutes (they both apprear to be dangling). He has to be recovered into the aircraft, period. A difficult, dangerous operation (depending upon the type of aircraft - that appeared to be low performance fixed wing or rotary wing just by the angle).

ETA: Static line control as you are exiting the aircraft is key. Make sure you hand it off to the jumpmaster/safety as you exit. Misrouting your static line under your pack tray or arm (painful) is very easy to do if you are not paying attention.
