I can justify this if one thing and one thing only happens:
We finally address the internet as a utility and treat it as such. It's a necessary tool for so many jobs and if that is the last step one needs to get out of poverty and find steady, actual career based work: I'm all for it.
But classify it for what it is: A utility.
Also, this would allow us to tell all social media platforms to BTFO with their TOS due to it being classified as a utility and not a service.

Anybody who went to college 2000-2010 knows what poor people use internet for.
Id glance into computer labs and just see nonsense on screens.
