Fort Bliss will not install incoming command sergeant major after investigation findings..

A change of command ceremony was planned on that day but was not held due to the investigation into Command Sgt. Maj. Rapp.
The Commanding General of the 1st Armored Division and Fort Bliss intimated an administrative investigation to determine the facts and circumstanced surrounding the incident.
The investigation has been completed, and it was determined the allegations were found to be true.
As a result Maj. Gen. James P. Isenhower III deiced to not install Sgt. Maj. Rapp as the 1st Armored Division command sergeant major.
Command Sgt. Maj. Rapp is originally from Choctaw, Oklahoma and entered the Army in 1994.
He has been deployed all over the world including Macedonia, Romania Afghanistan and other parts of Europe.

Recently, the Commanding General of the 1st Armored Division and Fort Bliss received notification of a potential concern related to the improper use of government resources by Sgt. Maj. Samuel Rapp and immediately initiated an administrative investigation under Army Regulation 15-6 to determine the facts and circumstances surrounding the incident. The investigation is complete, and the investigation determined the allegations to be founded. As a result, Maj. Gen. James P. Isenhower III decided not to install Sgt. Maj. Rapp as the 1st Armored Division command sergeant major. We expect Soldiers to adhere to our Army Values and abide by our ethical obligations under federal law, and senior leaders of the 1st Armored Division are no exception.

Well shite! That could be anything. Seriously, I still have improperly using government resources from when I was in the Air Force. There are things that I borrowed and still find useful.
It could be he took a pair of gloves home, or it could be he brought back an M-4 from Afghanistan.

Not sure what he did but most E9s deserve anything bad they get, you have to stab lots of good people in the back to get to E9
