Have you really not heard of a health department before? Every state has a health department that creates rules to abide by and inspects restaurants to make sure they are complying.

You know what, I'm going to give a better response to this.
Here you are, the epitomie of ignorance is bliss. Have you actually worked in a restaurant pre-COVID? Do you really think a lot of these places are squeaky clean? My brother has told me horror stories and hell, there are a couple places open today I won't go from what he's told me. Surprisingly they're in operation still to this day.
It's funny how South Korea is being held up as this great model. Well I was stationed there 20 years ago and let me tell you, you'd be pissing your pants if you saw what went on in a restaurant there. You don't need a license to operate as a street vendor. I probably ate dog meat for all I know yet here I am 20 years later never having suffered from food poisoning or anything. Anecdotal I'm sure but if the US Army thought street vendors were a threat, they'd be on the off limits list.
But here you are thinking "muh health department is all knowing and all good". No, its some douchebag with a checklist. So long as things look good on the surface and being Louisiana in some cases a few crisp bills a restaurant stays open.

You are needlessly building a straw man. I'm simply giving you the facts. You can't just ignore health codes and inspections on the grounds that you don't believe in them. It doesn't work like that.
I thought you guys were all about giving government workers (cops) tons of latitude, worshipping them, and being into law and order, comply or die style?
