I’ve worked many disaster response. They may be running short on cash but they will pass spending bill. In my experience the difficulties has always been getting enough supply of whatever and getting to where it needs to go. Everything is tracked and people eventually get paid. Thats how it will be here also. There is a playbook of how to respond to disasters.

Great response by LegendInMyMind. The conspiracy theories on this thread are ridiculous. Have we heard major issues in FL, no because locals know how to respond and the terrain constraints can be generally overcome. The response issues in NC and TN are often in remote areas that were unprepared for extreme rains. The locals were severely unprepared and the feds, non-profits, churches, etc. are stepping in to help.
And no, there would not be more FEMA Disaster Relief Fund (DRF) budget if this happened in CA or NY. FEMA has been warning the DRF funding was limited and asking for more for months. Also the migrant relief funds are not from the FEMA DRF.
Just as FEMA struggled under Trump to help Puerto Rico and USVI due to remote access issues, there are remote access issues in NC and TN. If FEMA was struggling in FL, this would be a story of true incompetence; however, that's not the case. The story is difficult access to provide response and inexperience by locals and feds in responding to this type of devastation in NC and TN.
