The regulations I'm familiar with regulate tobacco products on the basis of their being produced from tobacco. Since the nicotine used in e-cigs is from tobacco there was an opening for them to try and regulate.
Personally I'm not sure it is a good idea. I'm not aware of any evidence to suggest second hand vapor can cause cancer making the primary reason to regulate a non-issue.

Including premium cigars in this legislation is ludicrous. Not one time have I seen a child, teen, hell even a young adult smoking a premium cigar.
I firmly believe in sin taxes, but this sort of regulation of premium cigars is going to stunt a niche market that has 0 impact on today's youth.
Nope , the government knows what's best for you , they're taking away something you like , too bad ...
I will be happy the day we have no privledges , I think it's great ... You do what they say you can do .....

Some, not all, containe nicatine extract from manufactured tobacco products.
