National Guard is chiefly Title 32. They are under the C2 of the State's Governor and TAG when on Title 32 or SAD. They can be Federalized to Title 10 status under the C2 of the President if permitted by the Governor.

Because dealers can sell guns across state lines. Private parties cannot.
And not all states allow the private sale of firearms.
