Zurich
I know it's not really a mountain town, but it is within an easy train ride to all the famous ski, climbing and hiking areas of Switzerland, Austria, Germany, France, Liechtenstein, and Italy. They have the highest standard of living in the world, and it somehow manages to be liberal and law-abiding at the same time. It's small enough to be manageable, but large enough to have all the amenities one could want. It's open to the world, but at the same time, you best not overstay your visa because they are coming to remind you of it. It takes some jingle to live there, but ways to make money are abundant. Both the trolly and the bus go everywhere, and Switzerland has the best train system in the world. The trains into the mountains will take your breath away. Everything about Zurich is top shelf.
Honerable mention goes to Salzburg, Austria for many of the same reasons as Zurich. Great music town and Innsbruck ain't far.
