How could it possibly be redeveloped?
There is a decent street grid there, but it's also somewhat isolated from the rest of the city being on the other side of the industrial canal.
Are there any areas in there that don't suck and could be a foundation for redevelopment?

New Orleans is well above its weight class when it comes to food and culture.
It's barely competitive with Baton Rouge or Mobile when it comes to white collar jobs - and those cities are also under-performing for their size. It's been a big problem in New Orleans since the 1980s.
