Facebook Consumer Privacy Settlement.. More Money

I signed up for this awhile back.. Next thing I know (many months later) I got an email saying I have 30 something dollars and they are sending me a virtual debit card.. Just today they added $7.00 of additional settlement money..
I have tried to use the virtual card and it has been declined at a couple of places.. I have tried to contact them to somehow get a physical card but have only been met with a recorded voice telling me to press an endless amount of numbers only to get more recorded voices. When I selected the balance on the card I get a recorded voice that just says "Us Dollars"...
Is this this a scam or real?

If you use Amazon use the card to buy an Amazon gift card sent to yourself.
