That's the part I was wondering about. Was an adolescent psychiatric hospital trained, ready, equipped, and fully staffed for what was coming? I would think state or where ever they came from would have checked on this as well.

It's easy to justify it when you realize that once you give those up, you won't be getting them back. This isn't a short-term solution. The entire plan/policy is to keep this up for months, so if you give up equipment now, when there is spread to your area you are at a deficit and can't treat your own community. Then what?
