Why not? This is pretty much what I wear when I dress casual. Well, not the jeans part, I wear Adidas, Under Armor or Nike sweatpants.

As long as you have a good cap you can wear short sleeves. Your head is where you lose all the heat.

I wear a vest because the back of my neck always gets cold and I don't want to walk around looking goofy wearing a scarf.

It’s pretty simple. You can layer with a vest, adding a coat without have two layers of thick sleeves in your jacket layer.
