Except for cargo and workout shorts, buying shorts at a retail store is a waste of money

It isn’t hard to take a pair of scissors to an old pair of jeans, chinos or slacks. Buying shorts at Goodwill or a garage sale is acceptable because of the low cost. You’ve got to watch your pennies in these hard times, especially those of you on a fixed income.

I've always wondered what that means. People seem to use it to refer to people reliant on a pension and Social Security, but it's not like I, a productive working person, can just write myself a raise. And doesn't Social Security include an annual cost-of-living increase anyway? So it's not actually fixed.
