Except the people that you elect regulates the max amount of profits they can make and in unregulated, more open markets, they are less capped on those profits...

Somewhat. PUC approves rate cases but profitability rarely changes. If a rate case is rejected, then the infrastructure upgrade projects are typically abandoned.

Again, somewhat. Deregulated markets still have a grid administrator that acts as the regulated utility. Then there are retail electricity providers that operate on an open market system. It's better but still has a regulated monopoly sitting behind it. Its mostly an illusion of choice with some minor benefits from plan competition.
