Tax paying citizens are who pay for everything. Any fee or tax put on a corporation is passed on to the consumer.
If these tech companies dont want to pay for the new lines, poles, substations they should build their facilities next to the power generation plants so there isnt as much expense to get them the power. But many power stations are not in a "desirable" area and therefore require spending money to get the power then need.

frick them, they should be told they can’t connect to the grid but rather should be given tax credits and breaks to build their own power plants.

Let it be like a tithe to a church, plan on spending $100 billion, kick in the 10% tithe first.
