I'll with ya. I'll plead my general ignorance of what most professions outside of coding are responsible for. R&D? Debugging old code? Maintaining servers? The only paths I see in the tech industry are creating software, maintaining that software, improving that software or doing the same for the hardware the software runs on.
Of course that excludes manicuring content to affect social change and governance.

Just finished a Lex Fridman podcast where his guest is Andrej Karpathy. He’s considered one of the most brilliant AI minds on earth.
Idk anything about his politics or his feelings towards Elon the person.
But he said at Tesla Elon is unreal at maximizing efficiency and getting rid of bloat with regards to processes and specific programming tasks and shite. Down to tiny issues with complicated software program stuff. He said Elon is obsessed with completely getting rid of something that is inefficient, rather than keep it.
After listening to this guy, I have to think Musk knows EXACTLY what he’s doing.
ETA: And this genius AI programmer guy seems to think Elon knows WAY more about coding than what is coming out on Twitter from these fired software engineers.

Prior to the first round of Elon's staff cuts (Elonimations), Twitter had around 7,500 employees. My guess would be that a brunt of that were content moderators (and their hierarchy) and marketing. Having that many writing code for such a straight-forward platform would be like trying to herd cats by throwing firecrackers amongst them.
