Well let’s see. It is proper to say, “dumb people at Walmart”; not in Walmart. So, if a person is not enrolled and is on campus property then he/she would be at college. And since the poster did not indicate the dumb people at college were students, can we assume he was referring to the faculty as the dumb people at college? In which case, I agree. Or is it "at which case"?

No I meant "at college". The physical university is a key component of the criticism. There are more efficient ways for people to be "in college" than for them to be "at college" while "in college". If we are going to provide education to low to average IQ 18-22 year olds, we should at least do it cheaply.
Boozie was more to the point with his option of "at a college", but that would have been unnecessarily confusing, possibly being read to mean this or that specific college.

I'm being a hyperbolic dipshit to a certain extent, but I went to campus today for the first time in awhile and was just struck by what I saw.

Its basically the TOPS argument as well. If they raise the standards just slightly it would eliminate a lot of waste. And by waste I mean students who burn a year or two of TOPS but don't finish college.
