Generally speaking the left lane person should have the right of way when changing lanes to the right. The right lane vehicle should give way to the left lane driver when the left is moving to the right lane.

Who is in the wrong? Probably both. If Car B has enough time to get up onto Car A and get over into the right lane to pass them, then I'd generally say Car A had more than ample time to have gotten over into the right lane. They should have been there in the first place. How long did they stay in the left lane with their blinker on when it was clearly open for them to move to the right lane?

Now, maybe Car B was going so much faster than Car A that this all happened almost instantaneously, then they are definitely being an a-hole for not allowing Car A to get over when they are signaling to do so, but Car A camping in the left lane was still the initial issue.

They were both in the left lane.

Fault seems to be a strange question, but the a-hole is B. A is doing exactly what he/she should by trying to get out of the left lane.

I view this as the correct answer.

Say Car A was passing a truck. He was waiting until he had good clearance of the truck to move over into the right lane.

But Car B, who was behind Car A, immediately jumps into the right lane to pass. Therefore blocking the right lane and Car A cannot move to the right.

This scenario makes no sense though. Car A was waiting for enough room to move to the right lane, but Car B was able to do so, who was behind car A? Car B may still be an a-hole here for being impatient, but if there is enough room for a car that is behind Car A to get over, Car A should have already gotten over

Bravo... Except...

Car A's vision to the passed truck was disrupted by Car B's Passing attempt. His vision and truck distance is now skewed. (Safety issue)

If Car C jumps in the right lane to pass too. You now have screwed up every chance of Car A trying to move over. But it's his fault that two arseholes are passing on the right now.

WWII collector is clearly an old slow driver who has probably never passed a truck and should ALWAYS be in the right lane no matter how show the flow of traffic is

If Car B can fit into the right lane then Car A had plenty enough time to move into the right lane.
