My boss was in a head on collision this way. He was at a complete stop with blinker on and a woman whipped into the center lane to drive past the line of cars in her original lane. When she merged out she hit him head on.
They both received a ticket for failure to maintain. Cop stated there is a gray area within the law that allows one to drive so many feet before turning. His insurance chose NOT to fight it.

Hwy. 30 has those giant concrete bumps in the turning lane every couple of hundred yards because Ascension trash can't drive.

illegal to travel over 200 feet I believe.
