Crazy that a city with this kind of tax base allows this to happen. Thanks Gavin! Huge douche mayor, although it cannot be entirely his fault.

Under the interstate. L.A., anywhere is good. I posted yesterday about a tent city in front of Union Station, but a lot of that is just people sleeping on the grass. Also posted about stepping over a guy sleeping in front of the federal courthouse.
