Worked with both contractors and engineers, and I can tell you that contractors are ATE UP with engineers. All they do is talk shite about how they are smarter, could do it better, etc. Meanwhile, the engineers don't mention contractors at all. Probably don't even think about them.
Prefer working with engineers. They don't bitch and complain as much.

The root of your problem is most likely the rules we have to go through to get funding. If things don't go right and don't get federal backing, things get delayed.
We have to work under SOP or we get in trouble. Upper level admins often have their own agenda and it trickles down.

I know a guy who was a PE for one of the local DOTD offices. He did that and started a surveying company that he worked on the side. He had a decent enough salary from the state plus benefits, retirement, and was making a nice little income on the side with pretty much all the paid time off he wanted built up after a couple of years. Seemed like a pretty sweet deal to me

I get it. Imagine getting fresh out of college and you are eager to get things done but red tape slows everything down. Your drive will last maybe 5-10 years before fading. However, if you stay, you will most likely get promoted and can change policy but this takes a long time as the older people stay too long in the top positions. Even if you get to the semi top, the governor appointed secretary can zap any of that away.

I was always in under the assumption that the private sector was going to be sooooo efficient. Boy was i wrong.
