I guess then it was just easier to explain but it is my sister's dog and has been for like 8 months. The previous owner is bat shite crazy and a relative of my wife.

Yeah that is bat shite crazy. Any chance she was trying to get something out of it? Or maybe hoping your sister says "We don't want to give him back to you how about we give you money for you to go away?".
I have two dogs and one of them was given to us by a girl who was a single mother with a boyfriend. My dog is a jack terror mix and has a lot of energy and her life revolves around running in the yard chasing squirrels and every once in awhile a rabbit. She also takes out snakes. This girl would leave her in the kennel for over 12 hours during the day, get home, take her outside to do her business, put her back in the kennel, take her out in the morning. Then on weekends she would go to her boyfriends so she put her (the dog) up.
The day we got her, she was 6 months, but she ran around like she was let out of prison. Some people are just stupid and probably have no business having kids much less pets.
