The information Rumsfield gave out was about the sorry state of the accounting system the DoD had been using the money wasn't missing just never properly accounted for over decades because of a mix of bad practices and using outdated technology for accounting.

The only thing notable is the timing. But it's not like it was some sorta deep dark secret.
