I can't watch because I'm at the dentist with my daughter, so I couldn't believe it when another poster said that he had made that statement. I thought I was reading it wrong or the poster had misunderstood what was said. It's such an asinine argument that is easily disproved.
I'd almost guarantee that every police department in the country trains their officers that handcuffed individuals have the ability to pose a threat to themselves, other officers, and the public.
