In fact, the statute itself distinguishes a license and the certificate of completion which tells you it isn’t a license. A person who is licensed as a Captain by the USCG is not required to complete the safety course.

If he isn’t in jail the rest of his life. They need to revoke his boaters certificate.
He sank a boat a month ago. And now done tried killing 13 people and sinking his boat and taking out another.
