Dallas protest event who was set up

Just saw a peacefull protester on tv say that Dallas PD was very helpful in preparing for this peaceful event and he said it was very unfortunate that the PD was set up by these snipers. But what really happened was that the peaceful protesters were set up by the snipers to do this
