Which part is a lie? I also believe Trump's guidelines gave the states cover for everything they are doing now, and I'd love not to believe that.
But I read the guidelines the day they came out and said that day that it guaranteed longer shutdowns.
I don't think Trump even read the guidelines before they were published.
