Move to a wealthy, conservative suburban area. Buy the worst house in the best area if you have to. Criminals typically commit crime in areas they are comfortable in. Nothing in life is guaranteed, anything can happen anywhere, but you can certainly increase or decrease your odds by real estate choices.

Really weird to bring up the 90s.

crime reduction in the 90s was an AMAZING success. compare nyc in the 80s to the 90s, as well as other major cities.

Its much better today than it was in the early 90s.. Actually from the 1960s to the early 90s.
