Mainly in inner cities where politicians refuse to do anything that might somewhat offend people. Enforcing laws is "systemically racist".

It’s going to get worse before it gets better. I have two predictions: 1) People will smarten up and start electing officials who want to do GOOD criminal justice reform, start going after actual criminals and stop making life harder for decent people. 2) People keep electing these dictators who will create a police state that is oppressive to everyone but actual criminals. I’m afraid we’re leaning toward #2.
