108 mph? Yeah, you go to jail. No, the cops should not have just wrote tickets at the hospital. That would mean they basically allowed him to continue to drive 100+ on a public road. It also sets the precedent that others could do it too in the future.
Say they follow him and don't pull him over and he kills people?

80 in a 55 on its own and I'd probably give him a pass. 80 in a 55 using the shoulders to blow by people while doing 25 over? Guilty.
EDIT: It's the passing by much slower moving traffic on roads that likely don't have great shoulders more than the raw speed that pushes it into extreme recklessness for me. 100 in a 55 is reckless pretty much no matter what. 80 in a 55 is getting defensible for me if you're not doing other things that are still reckless.
