Renovating a house and large property over the last couple of years and have had lots of these odd one-off type jobs done. I have learned that these workers will make shite up out of their arse and try to frick you on pricing at every opportunity. Tell him you want to see a copy of the law for starters. I have found it best to decide ahead of time about what a job will cost based on materials estimates and labor time. Then call until you find someone who will come close to your price. Their BS generally stops when I tell them I already know what the materials will cost and I have made an estimate on labor. These guys are literally looking for the homeowner who won’t question them and will just cut a big check.

My next door neighbor filled his pool in last summer and he paid $2500. Two guys, a dump truck, and a skid steer had the job done in a day. Location Mississippi

Exactly. Filling in a pool is not like it needs to be a right or wrong way. Unless you are going to pour a pad over top of it.
But you can get Billy with his two mexicans and they can't really screw it up if all you need is the concrete removed and dirt filled in. Should be a super easy job.
$23k lol. Man they sure thought they had a sucker.

Ok. Thanks everyone for your answers. I’m linking her to this thread so she can see that that guy was full of it. I’m in the “what pool?” camp. But now her husband is all “we can’t break the law”.
But i agree that even if all the concrete is removed, it shouldn’t be 23K.
And to the poster who said you can demo a house for 15. GREAT point. Perspective helps.
Thx everyone

yes its the law you have to remove all the concrete because it cant have anything left to trap water.
the idea is if they didnt you would create a giant swamp pit of muck and rotting mud where water is blocked from ever going back into the ground

I've dug a 19x35' pool in a day, I guarantee I can rent a backhoe and hire a dump truck/driver and tear one out and backfill it in a day, maybe two now that I'm older, but pretty sure it can be done for a hell of a lot less than $23k, but I'll do it for that

Get Billy to hook up the Messicans from Home Depot to break up the apron, throw it int he pool and fill with dirt. Problem solved.
Cost? Dirt & 2 Messicans!

this, plus punching a hole in the bottom would do the trick
