We all have real world examples of this. Mostly hurricane related. They always seem to work out without interference from regulations.
After Hugo '89, local ACE hardware sold a truckload of chainsaws for 5x normal cost. I know people that still won't set foot in the store.
Katrina. Gas went through roof. Savannah let prices go up over 5 a gallon. Atlanta blocked the price at 4. Savannah was back to normal in a couple of days and Atlanta went on for several weeks. (Round numbers)
If stores would have doubled the price of TP, I'm sure it would have slowed things down enough for people to realize it was stupid.
This guy was gouging and Amazon was just protecting its reputation.

People stuck in a place for a couple of weeks will always need the same basic. Items to survive regardless of the reason. There's nothing virus specific about bottled water, sanitation supplies, food..
