You’re the one telling us the cops were wrong, but you won’t tell us what you told them.
So I’m just assuming you were wrong, and they were right.

That is true. The DA decides whether to file charges or not based up reports they read and the evidence. It’s ultimately up to a judge or jury to decide if a crimes been committed.
You don’t have to file a report with the cops. You can file one with the DA’s office as well. Or you can do both. All I wanted was to file a report. That’s all I can do. That’s a cops job. Didn’t ask him to do anything more than that. When they refused, that’s when I said it’s their policy to take reports if the person wants to file one.
Look if they didn’t have to, believe me the cop wouldn’t have said he would and gave me a file number. Cop even told me he spoke with his Lieutenant so you know he was told to write it up.
Cop just wanted to brush me off and not do his job. It’s BS. That’s the purpose of the OP.

From the pretty much zero information you’ve given, it seems like they wrote a report to get you out of there.
There’s nothing else to say on it without you giving any details whatsoever to put context to your bitching. Wouldn’t hold your breath for anyone to be charged.

I used to be in law enforcement. I know how it is. I even told them this to just maybe calm the agitated guy down. They didn’t give a shite. So much for brotherhood.

Yes, they do. I didn't read all the replies but enough.
I had an issue several months ago and went to the local Substation near my house. I had to get buzzed in by the receptionist and she seemed surprised someone would actually show up at the Precinct. There were 3 female cops sitting there and they quickly told me they had just ended their shift and were just filling out paperwork. Receptionist calls dispatch to try and get an "on duty" officer but no help. Then asks the female cops for so and so's number and calls him direct. Turns out he is still in the parking lot. He comes inside talks to me for less than a minute and says, "Let's go outside and discuss your issue." Go outside and we talk at the hood of his cruiser. I explain my issue (theft) and he then needed to go inside to talk to his Captain about it. After a couple of minutes, he comes back out to talk to me. Gives me a card with a case number and said a Detective will be in contact with you have a good day.
Detective called me 2 months later for more info and said without saying good luck.

The refusal to elaborate on the crime, along with not really caring whether charges are filed in puzzling. Hiller just missed his tax funding, so his guys will be too busy to prosecute borderline stuff. So what is the purpose of filing? To intimidate someone? Sounds kinda like extortion.
