Oh phuck me, thought this was a serious question by a serious poster.
Mr C suite executive, you should have already dealt with this multiple times on your way up the ladder if you were for real. As a low-mid level manager for many years, I dealt with this for associates and contractors.
More proof you are FOS.
But, to answer the question like you are a low-level team manager (which is all you probably are), what I have done in the past that works wonders for building relationships is you confront them directly BEFORE you involve HR. Give them a chance to utilize the many resources available in most mid to large orgs that allow associates to self report a substance abuse problem and get help without having HR go to them.
This strategy looks alot better for the associate. You have to assume this is only a temporary condition they will work through. As for contractors, just depends if I really needed their contribution. If not, I'd call the owning vendor and cut them loose.
But you should already know this and not have to ask randos on the interweb Mr VP. GTFO.
