Are you in supervision or management?
If so, then
You observe and talk with said employee during your window of suspicion. Document what you observe.
Talk with a fellow supervisor/manager and have them observe/talk with said employee. Make sure they document what is observed.
If you both agree there is a reasonable suspicion said employee maybe drinking then proceed.
Notify HR and medical of the suspicion and of you issuing a reasonable suspicion documentation to said employee.
The next steps of having employee report for testing, medical conducting the test, covering employees position, etc. depends on your companies policy.

I remember when I was 19 in my first oilfield job and I slammed the forklift mast into an overhead door. They drug tested me every week for 2 months.

I’m assuming there are benefits available for substance abuse? Maybe arrange a discussion regarding coverage with other team members so you’re not singling him out-especially if you’re in an enrollment period. I would think any actual accusation/suspicion would need to come from HR.

Or just tell the man you have experience with this kind of stuff (even if you dont, make him feel comfortable) and ask if he has a problem he needs help with before you ask him to take the test.

If he’s under your direct supervision, then you should ask him to come into your office for a talk. I’d suspect company policy allows this.
Ask him what’s his problem? Why does he look bad? Why is he talking funny? Give him an opportunity to explain.
React accordingly.
If he’s not under your direct supervision, report this to your supervisor do the company is aware and they can handle things correctly.
Follow written company policy.

On a serious note, your company should have a policy. If it says to send them for a test - you must drive them - because if you suspected it and told him to drive your company would be liable if in accident on way to testing site.
Also, make damn sure you time it when he is most shitfaced. If you do testing and he’s not then you will have a hard time to do it again.
Some people can act like been drinking on purpose to mess with leadership.
