I don’t find it offensive per se, but I do find the double standard a bit offensive.

Make jokes about Cajuns, Italians, Asians, it’s perfectly fine, but if he portrayed stereotypes of other ethnicities how would it be taken?

At least get the basis of the joke correct. It wasn't an encounter that he had while in Lafayette. It was joke/story about someone he met from Lafayette.

Comedians make shite up all the time to tell a topical joke, at least this joke wasn't completely made up.

I wouldn't get so upset. The guy is from Cincinnati, which is practically the most racist place in America. Probably had to channel his hate to a group of people most outside Louisiana have never interacted with.

Honestly, if I lived in a boring arse city whose only endearing quality is that nasty arse slop they think passes as chili, I'd be full of hate too.
