More accurately, the Navy had the equipment and wanted to look into lost nuclear submarines in the area.

As part of his financing for the project and development of new equipment, Bob wanted to look for the Titanic. Its been a pet project of his for decades and being in charge of a deep sea operation a relatively short distance from the wreck would otherwise be painful for him.

He was given a government response: As long as you find the other two subs with time left over, we don't care what you do with the remaining allotted time and budget

unrelated but similar - Howard Hughes did the same thing for them to go get a lost Russian sub.
