Shooting straight up is not the problem as the bullet will decelerate stop, and fall back to the earth at a terminal velocity that is not going to cause a injury, same as a penny dropped off the Empire State building. The people getting hurt are from shots fired at a 60 degree or less angle to the ground depending on the firearm and ammo where the bullet can maintain a ballistic trajectory and accompanying velocity.

They had billboards up in NOLA circa 2000 warning of the dangers of firing guns into the sky when I lived uptown. I seen't it.

This. But nobody trusts the morons of any major city with all that information. Plus it doesn't fit on a billboard
