Wrong.

The video you linked says the cyber attack has affected only ICBC's ability to settle treasury trades on behalf of its counter parties.

Other institutions trading treasury securities, including all U.S. Primary Dealers, have not been affected.

It's such a non-event in the U.S. markets that the story doesn't even make the news headlines on CNBC.

I'm sure that had nothing to do with Fed Chairman Powell giving a speech this morning where he said he's not sure the Fed is finished raising rates, right? Powell says Fed is ‘not confident’ it has done enough to bring inflation down
